Sometimes it does, sometimes you can do really well if you rent on the spot. Depends on the company and on the current inventory at that particular store.
Some places may have specials if you reserve the car early but most of the time you'll find out they have a flat rate and that it doesn't matter when you reserve the car.
It all depends on how their inventory is. Typically farther out is better though. I like to use hotwire.com for rental cars it is similar to priceline but you don't name your price and they give you more information about your car.
Maybe. I worked for years for a car rental call center and it really depends on what they have. Say a rental center has 100 cars. They will give a cheaper rate because they have no business. As they rent cars the price changes till they have a few cars with a high price.
