It is illegal to drink drive. The car is the rental companies asset. If they don't want to give you a car for any reason, they don't have to.Any laws/rules: Rental Car Company may refuse to rent to a customer who is has been drinking or seems drunk?
Its called having common sense. I'm sure its in their contract not to rent a vehicle to someone who is not fit to drive.
