Are there any rental car companies in Florida That allow you to drive out of state?

Most, if not all of them will. A lot of companies charge you a fee if you exceed a certain number of miles (some actually offer unlimited mileage), but I have never heard of one that won't let you go out of state. Just check a few websites like hertz.com, avis.com, or budget.com. There, you can find out what their rates are, as well as whether or not they have any restrictions on the use of their cars. Are there any rental car companies in Florida That allow you to drive out of state?
Pretty much every major rental company will let you drive out of state. Enterprise has restrictions, so check carefully if renting with them. Often you can get good one way rental deals out of Florida. Are there any rental car companies in Florida That allow you to drive out of state?
There must be!

How can you be restricted to a single state when you hire a car?
Probably not.
Yes.
