They are available but they tend to be harder to find and more expensive. Public transportation is very good in much of Europe and is a better way to go, in my opinion. Driving in Europe is a bit hectic--the roads are narrow and crowded, parking in cities is a nightmare, etc. It's nice to have the freedom of a car, but you miss out on a lot of the 'real' Europe. Take the trains and busses and you will meet Europeans.
