Essentially, we are trying to figure out if the person with the learner's license alone, can drive a rental car.
Is it possible to rent a car in California with a learner's license alone? If not, would it be possible if an additional driver (with full driver's license) is added as a co-driver? Are there any rental companies that do this?

It is not possible, unfortunately. Car rental companies state that all renters, as well as any additional drivers of the rental car, must meet the minimum age requirements and have a valid, full drivers license at the time of pick up.
no you must be 24 years old to drive a rental car with a valid drivers license. I tried the same thing in WA state to take my drivers test but you have to be on the insurance. it doesn't matter if the co-driver is fully licensed because they aren't insured either.
