The only way to avoid the underage fee is to check and see if the company that you work for has a corporate account with any car rental companies. Many larger companies that sign up for a corporate or business account have an agreement with the car rental companies to lower or often, waive the underage fee. Also, the underage fee is usually waived for government employees and active duty military personnel.

There are no rental car agencies in the US that don't charge an additional fee for being under 25. I think Enterprise has the cheapest surcharge, generally.
