No, you do not need to rent a car as long as you are staying / touring the downtown / nearby Seattle area. The bus are very good and are very cheap. You can stay as far out as the airport and still get to downtown quickly and often.
You can also get to University Village via bus....

University Village is a Class 3 shopping center.
The Bellevue Mall is a lot more fun. You can go by Bus.
No, you don't need a car for downtown and the wooden boat center (great choice by the way!!) If you know how to sail, they'll rent you a classic wooden sailboat to take out on Lake Union. If not, they'll rent you a rowboat. If I remember correctly, they have free rides on an old steam powered boat on Sundays. There is lots of construction in the streets in that area, so either take the bus or a taxi to get there (it won't cost you much from downtown).
U Village does have good shopping, but much of it is national stores such as Barnes %26amp; Noble, Restoration Hardware, Gap, Eddie Bauer, Crate and Barrel. There are some interesting independant shops there as well. Perhaps look through the list of shops there to see if there are enough intersting and different things to make the trip out there:

And if you do want to go to U village, the bus could be a good way to get there. Go to http://tripplanner.metrokc.gov/ to figure out which bus will get you there from your location downtown.
