No rental company will rent to a 19 year old for any time period. At 21 you can rent but pay a daily surcharge which does not go away until you are 25. The only way to get a rental at 19 would be if you are a government employee on a business rental or active duty military on government orders. You might try and check to see if the company you work for has a corporate account with any rental companies where they have contracted a lower age for their employees.

You've got to be 21 to rent a car. In the state of California you'll have to pay for the extra insurance even if you've got your own insurance coverage if you're under the age of 25. You're going to be looking at a pretty expensive policy! Good luck finding a rental agency.
