If you book your car in the UK the insurance is included if you use one of the big comapnies.

The insurance you need will be sold by the car rental company you choose. It's a bit pricey but because you are not a USA resident i recommend that you Get full coverage. Yes, you need insurance. You'll probably be better off buying it from the rental company. When you rent the car, just tell them you don't have insurance and they will add it on.
